10年的时间才能使全球经济走出危机
国际货币基金组织(IMF)首席经济学家布兰查德(Olivier Blanchard)周三(10月3日)表示，我们至少要10年的时间才能使全球经济走出2008年的金融危机阴霾。布兰查德称，为解决欧洲问题，德国将不得不接受更高的通胀率以及其实质购买力增强。不过即便当前焦点在欧洲问题，但其称美国也有必须解决的财政问题。
布兰查德称，"这还算不上是失落的十年。但肯定从危机开始算起，至少10年全球经济才能回到此前令人满意的状态。"
他补充表示，"日本面临极其困难的财政调整，需要数十年解决。中国有可能会应对资产泡沫，但经济成长速度低于以前，不过我们预计该国经济不会硬着陆。"
布兰查德表示，欧元区调整或使南欧债务负担沉重的国家物价下滑，而核心国家物价则上扬。
欧洲央行(ECB)为了能达到2%的通胀率目标，核心国家必须有高于2%的通胀率，而通胀是德国强烈抵触的。
布兰查德称，"德国通胀率上涨，应被视为必要且渴求的相对价格调整。鉴于整体需求状况，以及欧洲央行确保物价稳定的严正职责，这不是超级通货膨胀的序幕。"
对于债务危机，布兰查德称减债不可避免，但做法不应损害经济成长，而是走在"狭窄的中间小路上"。
他称，"当局行动太慢，市场认为你认真，行动太快，会扼杀经济。对于某个国家而言，必须要找到合适的整固路线。"
他表示，以通胀为目标有严重的限制，且仅是用主要政策利率还不够。他称，"经济体可以通胀稳定且在低位，但背后产出的组成却是不对的，且金融体系积累风险。思考未来货币政策的思路是，央行实际上有两套工具。"
