My understanding:
Amendment 1: Competition vs Local Control. When passed, the State can force a charter school to local, or even statewide, making it easier to push one agenda / special interest (like for-profit school companies) regardless what local people want. But if local teacher union shut-out competition by denying charter schools, Amendment 1 can force some competition on them. Check and Balance here .....
Amendment 2: Depending on how long multi-year is. The original purpose of single year (short term) contracts is to limit corruption (even a bad contact won't hurt tax payers that badly if it ends in one year), but State pays a higher price for these contract, again, check and balance..... |
