Do anyone use ITALKBB Internet Service?

ITALKBB has a promotion at Great Wall supermarket about Internet Chinese TV and phone service for $39.95 per month.  The internet service is through COMCAST network.  Does anyone use this service?  Any suggestion for this service?  I check COMCAST internet service.  COMCAST charges at least $66.95 /month for 25MB internet service.  How is possible ITALKBB can charge $39.95 /month for 25MB internet service through COMCAST and Chinese TV and Phone?  If this is a real promotion, I definitely will switch to ITALKBB services
