For the NoNewAsphaltPlanters, it is vital to know who is the real driver behind wheel of the CWM new plant. You can be assured CWM, the plant owner, is NOT in the driver's seat, even with the driver side window darkened as it is now.

The Driver Candidates
With much of the smoke & mirrors still blocking the public view, we can only speculate about the driver identity from a list of likely candidates:

#1: The [url=https://qpublic.schneidercorp.com/Application.aspx?AppID=1027&LayerID=21667&ampageTypeID=1&ampageID=9227&Q=2117961722&KeyValue=161+++001]listed owner[/url], i.e. Woodland Partner;
#2: The buyer, i.e. SCARF Forsyth LLC;
#3: The future owner of the 350-acre New Development, i.e. the unidentified developer;

Depending on what is in the contingency clause of the contract(s) between them, either of them could be in the driver's seat along the way.

The Stake is $100M High
According to people in the know, Woodland is to sell this 750-acre land, valued at ~$4M in 2018, to SCARF at the price of ~$100M.

One should be really surprised if the “ Relocation of the CWM Asphalt Plant ” is not found in the contingency clause of the sales contract. If the contract could be completely voided when asphalt plant relocation plan could not be secured by a certain date, the stake for Woodland will be sky high.

It will be worth NoNewAsphaltPlanters’ time to learn a bit more about Woodland:

#1:
Mr. Lipscomb
is listed as the agent, and  probably also the owner;

#2: Mr. Lipscomb is a prominent figure of Forsyth County;
#3: Mr. Lipscomb was legal counsel of
Forsyth County Development Authority
;

#4: Mr. Lipscomb’s past dealings had drawn unflattering attentions in the past;

The Stake is $10M Low
Even if the failed relocation attempt will not lead to total collapse of the $100M deal, the value of the 350-acre land will suffer, in the tune of $10M: (350 acres) x (-$30K) = (-$10M).

If the relocation do happen, the neighboring communities of the new plant, i.e. Stonebridge and St. Marlo etc. may see an aggregated loss of property value north of $50M: (1000+ houses) x (-$50K) = (- $50M)
