This is my experience: my next door neighbor's tree is tall and healthy and very close to our property line. Since beginning of this summer, due to strong storm, it has already dropped big tree branches on my brand new $12,000 roof twice. It not only damaged my new roof, but also the gutter and downspout were damaged also. I have talked to my neighbor and they said they will hire a tree expert to take a look. I was wondering about why are they seeking a tree expert instead of a tree cut company. Then I spoke to 2 different attorneys and also my insurance agent. That is how I learn that even this is ridiculous, but in Georgia, your neighbor's tree fell on your property and cause any damage, unless you can proof the tree was not in a healthy condition which showing owner of tree neglect taking care of it, otherwise, if tree fell due to a nature cause (like heavy rain, strong wind, snow storm...) it will be your insurance need to pay for the damage (if the damage is greater than your deductible).
In my case, both times repair fee were around $600 which was less than my $1000 deductible, I have to pay for the damages. My attorney told me that there is nothing I can do about it, only thing I may be can do to improve the situation is to hire a tree company trim back whatever part of tree branches grow to above my property line (but I don't have right to cut down entire tree, since it is in my neighbor's property). exactly same story happened to my neighbor. this rule is not only in GA as government want to keep the trees as many as possible. even in some town, you need to fill up the form if you want to cut any tree in your property! yes, it does ridiculous sometimes, but, you have to follow!
