SInce I haven't pay attention to immigration law much lately.  So please educate me on it.  My question is, did law changed or just policy changed?  if law changed, can you point me the actual bill number so that I can clarify it?  if it is just the implementation policy change, then as I said, it has nothing to do with legislature branch, but administation branch.

Another possibility is that too many people are applying and quota are reached.  I googled on this, I haven't found any immigration law change in last two years.  So congress should be off the hook on this. the only attempt on immigration law change was the dream act and it failed to pass due to GOP opposition.  Obama could easily pass the dream act in his first two years when his party controls both chamber of congress.  But he didn't even bring it up.  So you should blame both parties for not passing the dream act.
