gwinnett waste plan

I just bought a house in 30071. The city of norcross told me  that the city will charge city tax,  and they also provide  waste service for 10 dollars every month,   but I look at the tax record, I do see the $320 charge for the gwinnett new waste plan,  do you know if we have to pay gwinnett county waste fee since we are under city of norcross?   How high is the city tax?   I know duluth city would not pay the new gwinnett waste plan.   Any info will be appreciated.
